FREE LOOK

Il centro storico di Roma per chi non lo sapesse � stato dichiarato Patrimonio dellUmanit� dallUNESCO. I confini effettivi coincidono con le mura aureliane e, quindi, con il "vecchio" territorio del primo municipio di Roma Capitale (prima quindi che venisse fuso con il vecchio diciassettesimo). In virt� di questo vincolo, la sovrintendenza statale attua delle precise regole per la tutela: vorrei brevemente descriverne i principi per sommi capi, visto che recentemente ho dovuto approfondire il tema per un cliente.

Anzitutto, per una infarinata sul discorso vincoli vi rimando a questo altro mio post specifico sui vincoli a Roma, ma anche a questaltro pi� recente.

In quanto patrimonio dellumanit�, il centro storico � tutelato contro ogni forma di variazione dellesistente: la Sovrintendenza (quella competente per il centro storico � la Soprintendenza per i Beni Architettonici e Paesaggistici per il Comune di Roma che ha sede in via di San Michele) sar� riluttante  ad avallare richieste di parere circa le modifiche degli esterni, tipo apertura o chiusura di vani finestra, trasformazioni di finestre in porte-finestre o vice-versa, sopraelevazioni, ampliamenti e generalmente tutto ci� che riguarda le modifiche definibili di ristrutturazione edilizia che possono riguardare gli esterni degli edifici.

Conviene spendere due parole per descrivere la natura di questo vincolo particolare, perch� di fatto non si tratta n� di un vincolo puntuale, di quelli normati nella parte I e II del Codice dei beni culturali, n� � un vero e proprio vincolo paesaggistico di quelli invece descritti nella parte III. Questa particolarit� deriva dalla presenza del riconoscimento UNESCO, che non pu� non imprimere a tutta la zona un livello di tutela pi� restrittivo di quello che pu� avere un generico vincolo paesaggistico, bench� di fatto � molto pi� vicino appunto ad un vincolo paesaggistico che non ad uno puntuale. Da ci� ne deriva che alcune parti del titolo III del Codice non possono essere utilizzate nel centro storico, come per esempio lart. 167, laccertamento di compatibilit� paesaggistica per interventi realizzati abusivamente. Particolare � anche il fatto che il vincolo di Roma non ha la fascia di rispetto di 150 metri che invece hanno tutti gli altri vincoli di questo tipo nella Regione Lazio.

Per espressa previsione di un accordo stipulato tra Comune e Sovrintendenza, sono escluse dalla necessit� di richiedere il parere tutte le opere interne o che comunque non riguardano in nessun modo gli esterni, a meno che, ovviamente, limmobile non sia vincolato con lemanazione di uno specifico decreto di vincolo ministeriale. Per tutti gli interventi interni si ricomprendono proprio tutti: dalla semplice manutenzione ordinaria fino ai frazionamenti/fusioni delle unit� edilizie.

Per gli esterni, dicevamo, il discorso � molto delicato. Le variazioni esterne che si possono definire di ristrutturazione edilizia hanno qualche speranza di essere approvate solo nel caso di interventi di restauro ragionati e sviluppati assieme alla sovrintendenza stessa: possono essere oggetto di nulla osta positivo quei progetti di restauro che mirano, per esempio, al ripristino dello "stato normale" delledificio e che quindi possono prevedere la demolizione di superfetazioni non coerenti con la storia del fabbricato o la realizzazione di elementi delledificio, intesi anche paradossalmente come ampliamenti, necessari al suo "completamento".

Ovviamente gli edifici devono essere sottoposti a manutenzione regolare, come per esempio la tinteggiatura degli esterni o il restauro degli intonaci o degli elementi architettonici o del tetto, e a questo tipo di interventi nessuno si deve poter opporre. Nel centro storico per� occorre presentare un progetto alla sovrintendenza anche per la semplice tinteggiatura delle facciate, ma anche semplice ristrutturazione di cornicioni, marcapiano o comunque qualunque intervento localizzato che riguardi gli esterni.

In caso di interventi localizzati, � possibile ottenere il nulla osta per opere puntuali (tipo appunto il cornicione e basta): in tal caso il progetto si focalizzer� solo su questo aspetto e potr� ignorare il resto delledificio, anche se vi sono difformit� pregresse. Nel caso in cui lintevento localizzato comporti la modifica di una porzione di superficie (p.e. rifacimento di uno strappo di intonaco magari in distacco) o il rifacimento di uno solo degli elementi architettonici ripetitivi del fabbricato (p.e. la cornice di una finestra), probabilmente vi sar� chiesto di estendere la lavorazione anche alle superfici o agli elementi limitrofi per far si che lintervento sia comunque omogeneo, sebbene comunque parziale. Difficilmente vi autorizzeranno modifiche parziali su immobili con vincolo puntuale o in zone di maggior pregio.

Se lintervento riguarda lintera facciata, o comunque ampie porzioni, si dovr� prevedere la "bonifica" di eventuali difformit� che sono andate col tempo stratificandosi: caso tipico pu� essere quello della diversa coloritura delle persiane (magari perch� qualcuno, nel rifarle o nel ristrutturarle, ne ha modificato il colore, anche leggermente) oppure quello dellinstallazione di condizionatori esterni.

� importante sottolineare che le facciate tutelate sono sia, ovviamente, quelle che affacciano sulle strade pubbliche, ma lo sono anche tutte quelle invisibili dallesterno, quindi anche cortili interni, e spazi anche molto difficilmente accessibili. Rientrano tra le superfici oggetto di tutela anche le pavimentazioni dei balconi e delle terrazze, nonch� dei lastrici solari e, ovviamente, le falde dei tetti: dunque il nulla osta � necessario, per esempio, anche se si volesse sostituire il pavimento di un lastrico solare con uno diverso. � utile ricordare, ancora, che la sovrintendenza non rilascer� mai pareri positivi per domande di realizzazione di canne fumarie esterne, n� per la realizzazione di volumi tecnici chiusi per impianti di servizio degli edifici come extracorsa degli ascensori o simili. Possono essere ammessi impianti esterni che non richiedono volumi tecnici chiusi n� fissi, ma occorre sempre valutare preventivamente la fattibilit� assieme ai tecnici della sovrintendenza, ed � sempre esclusa la possibilit� di mettere questi impianti in facciata (p.e. le macchine dellaria condizionata). Ebene esplicitare che per la Sovrintendenza NON � ammissibile nemmeno la realizzazione di un foro nel muro esterno per una ventilazione o per installare i condizionatori con motocondensante interna, salvo casi particolari in cui il foro pu� essere realizzato con visibilit� quasi nulla. Lunico foro che viene ammesso, � quello sui vetri degli infissi.

qualche parola spendiamola per gli infissi: in centro storico generalmente non � possibile sostituire gli infissi esistenti con altri aventi caratteristiche diverse da quelli originali. Laddove possibile, conviene restaurare quelli esistenti (p.e. un buon infisso in legno di pino pu� essere implementato con del vetrocamera e con battute paraspiffero, diventando cos� un infisso con ottime caratteristiche termiche), e solo quando � impossibile per leccessivo deterioramento degli infissi originali, sostituirli con dei nuovi. Consiglio sempre di sostituire gli infissi con altri identici, sia riguardo la partitura, sia riguardo il materiale nonch� il colore di finitura esterno: in questo caso non avrete bisogno di chiedere permessi n� pareri per sostituirli. Vi ricordo che un infisso in legno � per sua natura coibente: � vero che lalluminio � eterno e il legno no, ma nellottica della tutela si pu� pur fare qualche sacrificio. Nel caso in cui limmobile fosse vincolato con decreto ministeriale, anche per intervenire sugli infissi per un semplice restauro � necessario il parere della sovrintendenza.

Vale la pena citare brevemente i fori per la realizzazione dei famosi condizionatori "tutto interno": questi sono elementi che vanno inevitabilmente ad impattare con lestetica del fabbricato, dunque sono tendenzialmente non approvati, fatto salvo che vengano integrati architettonicamente e comunque posizionati in punti di basso impatto. Tuttavia, non � da escludere a priori la possibilit� di farseli autorizzare. Purtroppo, in generale, ladeguamento tecnologico stride fortemente con le esigenze di tutela, ma proponendo degli interventi complessivi sullintero fabbricato � magari possibile ottenere il permesso per posizionare dei nuovi elementi impiantistici, magari dove meno visibili. � sempre comunque bene concepire, laddove possibile, una "climatizzazione passiva" degli edifici storici cos� da limitare al minimo la necessit� di interventi esterni, oppure limpiego di sistemi di riscaldamento a zero impatto estetico (come i sistemi a resistenza elettrica, i quali sono per� talmente inefficienti da essere praticamente banditi dalle leggi sul risparmio energetico).

Nel caso in cui le opere di rilevanza esterna siano invece state realizzate abusivamente (capita molto pi� spesso di quanto si possa pensare, soprattutto perch� la legittimit� degli immobili in centro storico � spesso rappresentata dal catastale del 1939/40 che non di rado � un documento redatto con superficialit�) la procedura da seguire, per legge (art. 37 comma 3 DPR 380/01) � la seguente: occorre depositare una SCIA o DIA (a seconda di quale titolo sia competente per il tipo di intervento abusivo realizzato) presso il municipio con contestuale richiesta di parere presso la sovrintendenza, la quale, ai sensi di legge, ha 60 giorni per esprimersi circa la preferenza tra obbligo di ripristino dello stato originario dei luoghi e applicazione della sanzione amministrativa (generalmente, il triplo del costo di costruzione): trascorso il termine indicato, il municipio procede per conto proprio (generalmente irroga la sanzione amministrativa). La sovrintendenza dovrebbe quindi in questi casi rigettare domande rivolte direttamente presso di lei, e non provenienti dal municipio, per accertamenti di conformit�, perch� non � una procedura prevista per legge.

Da un punto di vista procedurale, una volta ottenuto il parere della sovrintendenza � necessario depositare una SCIA o DIA al municipio primo (nessunaltro municipio ha porzioni di citt� storica UNESCO). la SCIA per opere in ambiti vincolati va depositata anche per la semplice manutenzione ordinaria, quindi se lambito di intervento � sottoposto a tutela, le opere che al di fuori del partimonio unesco sarebbero o di semplice attivit� libera o soggette a CILA, sono comunque soggette a SCIA.

Quello che ho scritto � frutto della mia esperienza personale, che ovviamente non � universale: se avete letto cose che voi sapete essere sbagliate o non completamente corrette per favore segnalatemelo, anche con commenti pubblici.

begini. tentu kita kurang menyadari jika kita mengecek blog atau website yang kita miliki lewat google page rank ataupun sejenisnya. hasil dari google pasti nol... sedangkan yang selain google ada isinya. terus pas dicek disearch engine google koq ada. nah ini gimana?

Kamu seorang anak yang diwarisi perkebunan yang luas dan potensial, tugas kamu adalah mengembangkan perkebunan potensial itu agar kamu banyak uang dan ga kelaparan.. Selain itu kamu juga bisa menikah dengan cewek-cewek yang
ada di game ini, tinggal pilih.. Tapi kamu harus pdkt dulu ma dia.. Kalo aku sih lagi pdkt ama Popuri, hehehe�:) Cewe yang susah dideketin adalah Karen, soalnya permintaan dia itu mahal-mahal semua.. Kalo kamu mau pdkt sering-sering aja negur dia dan ngasih hadiah ke dia setiap hari, bisa buah, bunga, atau apa aja.. (tapi yang aku rekomendasikan itu aja, soalnya murah). Untuk buah, setiap spring season (musim semi) ada apel yang jatuh di pohon apel di kebun kamu, ambil aja itu satu dan berikan ke cewek pujaan kamu, sisanya simpan di kotak penyimpanan di depan rumah kamu. Kalau mau nikah banyak syaratnya, kamu mesti upgrade rumah kamu dua kali, lalu isi dengan perabotan, minimal punya kasur 2, baru deh lamar cewek itu pakai bluefather di supermarket (jangan beli dari won , MAHAL!)

Cursed and Blessed tools are a little different. They are a seprate set of tools. You need to dig to find the Cursed tools in the Winter/ Lake Mine. Once you locate the Cursed tool you have to follow a certain method to change them into Blessed Tools. Cursed tools are a huge drain on your characters fatigue to use. Blessed tools can do as much as a Cursed Tool, but don�t require as much stamina to do so.

Hoe: Til a 12�3 section of land (Lev. 39)

Sickle: Cut a 9�9 section of grass, weeds, or crops. (Lev. 79)

Axe: Chop all tree stumps on current screen with 1 hit. (Lev. 49)

Hammer: Break boulder/ huge boulder with 1 hit. (Lev. 59)

Watering Can: Water a 6�13 square of land. (Lev. 69)

Fishing Pole: Catch large fish, Kingfish, Pirate Treasure, and Ancient Fossils. (Lev. 29)

Once you�ve been able to change all your Cursed Tools into Blessed ones, a new ore will appear in the Spring Mine. The Mythic Ore can be found on the 60th level or below. You can use that ore to convert your Blessed Tools into their final form.
